Bandwidth Quotas

I am primarily using Gargoyle to set bandwidth quotas for our Ubiquiti Picostation2 HP. I have set the limit to 1Mb download and upload just to test the system and I am able to download over the 1Mb everytime. The feature just does not work! Is there something obvious that I need to do?
