I'm thinking of getting a Gargoyle compatible router and I'm wondering if it does per IP monitoring of bandwidth. I notice that Gargoyle does total bandwidth used but it's not clear as to whether you can look at usage individually.

Yes you can do per ip monitoring. You can also specify one quota to apply to a range of or even list of ip addresses. I have several quotas assigned to single addresses and a couple ranges that have a shared quota as well in my setup here.
