Isolate Hosts Based on IP Range

Hi all,
Let's say that all known devices on my network have static IPs. Any unknown devices go to a certain IP range, like 192.168.254.x Is there a way to make it so any devices in that range can access the internet, but can't see anything else on the network? My x86 router doesn't have a wifi card, but it seems like there is a 'guest network' option that would do something similar based on SSID. I'd like to do it based on IP address.
