1.10 build errors

Hi,
I'm trying to do a custom build of 1.10 for a couple of old routers I have (2 x TL-MR3420v2). I'm using MX-21.3_x64 which builds 1.15 without issues. I keep getting:
Sorry for cutting the error short, it has to do with M4. I've search the net and tried a few things but nothing works. Not sure how to fix this, do I need to use an older OS? Any ideas/recommendations are welcome.
