Access Restrictions problem 1.3.16

**Problem with gargoyle_1.3.16-ar71xx-wzr-hp-g300nh-squashfs-sysupgrade
When setting up restrictions, if more then one IP or MAC or Combination is added, none can surf the web with the rules i have setup.
Restriction Rule settings
=========================
Rule Applies To: All Hosts Except
I list all the computers IP i dont want effected
Restricted Resources:
Unticked "All network access"
Remote IP(s): block all except
I have added the IP of the NAS drive on our LAN
=========================================
All the computers can access the NAS so the "Remote IP(s): block all except" seems to work
The problem is if i add more then one IP/MAC to "Rule Applies To: All Hosts Except"
The purpose of this rule is ment to allow OUR computers to access the NAS and internet, but STOP any other IP/MAC from internet access.
This is because our neighbour is wirelessly connecting to our network to share content on the NAS
Is there a way to fix this? Will a white list rule override a restriction?
