Restrictions

Sorry guys this has probably been brought up a hundred times and I've tried searching the forum to no avail so far. I was once an avid user of Gargoyle but haven't used it for nearly 5 years now and I can't remember how to setup restrictions.
I used to have Gargoyle setup so that only those who were given a static IP from the DHCP pool were allowed access to the network/internet. - That is, whether they connected via LAN or WiFi with the password they still could not have access until I went into the router (Gargoyle) and permitted them to do so by giving them a static IP address out of the DHCP pool.
I've just upgraded to the latest version 1.12.0 so I'm not sure if there is an easier way to do it now than I had it setup prior or not but any help would be much appreciated.
