That should be possible, there is a qosmon status file which contains the current fair link limit etc.
But in order to set the new upload speed you need to:
1. Set it
2. Restart firewall

So you're going to drop connections in doing so. What i'm suggesting is that you can't have this running every few minutes or it will make your internet unusable.
Maybe a twice a day reset would be bearable (one for evening peak and one in the morning ?)

Agreed, if i do this it would be set twice a day.. once going into daytime and once coming out of evening. I understand that connections will be dropped.
