Host names and IP addresses keep changing

I had all my kids' devices set up with quotas based on the IP address of their individual device. But it seems the host names and IP addresses are periodically changing. Like the laptop PC that previously had its own quota is suddenly in the host group with my son, and his desktop disappeared. What's going on?
