Cannot firstboot in Acher C7

Modem seems restarting after wifi settings were applied.
Now trying to factory restart:
I've read that should prompt for a -y or -n, but it just generates a new line with the caret on it...
Enter puts me back at:then I:
Does reboot, But doesn't reset, I still cannot reach the GUI.
I've done this procedure several times in he past with no issues as I recall, somehow it is not working this time
v1.9.2
EDIT: I just checked there is a v1.10, can I flash that from the Failsafe?
