QOSMON v2.3 Released to repo (ACC)

I have released a new version of QOSMON to the repo. QOSMON is the controller at the heart of the ACC feature in Gargoyle.
Two new features of note.
1) I have revised the way QOSMON reacts when it does not get a response to a ping. The new method should be smoother regardless of the link speed you have. The previous method could be rather draconian in lowering your link speed and take a long time to recover.
2) It is now possible to reset the link speed to the initial value from the command line without restarting QOS. This is done by sending the SIGUSR1 signal to the QOSMON process. People might make use of this feature in scripts written to handle certain situations. I will be interested to hear examples from users of how they used this feature.
You can obtain this new version by compiling from the repo or by waiting for the next release after v1.10.0
