It gets modulated by the fair link limit, so yes.
It will never exceed the maximum speed you input.

I don't know if my gargoyle version is corrupt or router is bad but changing these settings have no effect, bad or good on ping times while the connection is being maxed out. Played around with percentage BW, tried different total bandwidth speeds, turning off RTT manually controlling ping time, use non standard ping target or just outright turning off acc.
I'm just lost now no idea what else i can do... from reading the forums everyone else has great success with QoS.

I believe your results are poor due to the low bandwidth you have available.
You may not have a realistic expectation of what QOS can do for YOU.
Manually controlling ping time is not recommended, the time it has calculated is the best it can do.

Like i said before, even if i load a video lower quality that doesn't max my bandwidth i still get ping spikes.

I strongly believe my ACC is acting up big time. Sometimes the link limit will drop down to 1kbps and my ping shoots up to 900-1000 because of that.

You have your causality backwards.
The link limit is dropping to try to stop the ping from going that high.

There is no corruption in your router firmware and your QoS download configuration looks good to me and appropriate for what you are doing. ACC seems like its working properly too. Thanks for posting the screen shots showing the issue while it is happening on both upload and download pages.
What would you say is the typical range of pings you are seeing now? Gargoyle can control pings but perhaps not as well as you imagine it should. In your case if we can keep all pings under 200ms I would call that good. To see what Gargoyle is doing for you compare to what happens if your turn off QoS entirely. I think we will see much higher pings in that case.
BTW, the "Fair Link Limit" is the speed that ACC has found as roughly the actual service level you are getting at that moment. It varies in time based on the dynamic situation. If it drops to 1kbps as you reported then it means your ISP is simply not performing well at the moment.
