That is the first pinout I've seen that way. I went with the pinout here:

I also just verified that I am seeing 3.3vdc between pins 1 and 2 so it appears that I am, indeed, using the correct pinouts.

Hmm, not familiar with Minicom myself
I usually use Putty thru Windows to connect via a
USB to Serial adapter
115200,n,8,1 is the most common parameters followed by 57600,n,8,1.
No handshake/flow control
(no hardware flow control, no software XON/XOFF flow control)
Should be your settings.
When I used Putty - I had to set those above parameters in 2 places
1) in the putty program settings itself
2) in the hardware port config options in device manager
In Linux - do you have to set it both in the hardware and
the software portion as well?

Every instruction I have seen only mentions setting up the USB/Serial in minicom, never in any other setting.
To connect the computer to the router I am using something like this:

I'm starting to get worried that this thing in borked. But the way it sends data looks like the router is working, its just not getting transferred correctly. Maybe my USB/Serial cable is borked? I might have an old router with a serial port on it that I might be able to look at.

That could be the reason for the garbage. It looks like the adapter does not support TTL/3.3V.

This one should work
The other one is USB to RS-232 which means its a standard serial port
Keep in mind - DO NOT mess with that 5v signal at all, you can fry parts
of your router and possibly your USB port if using wrong voltage levels.
You should only have to use the GND / RX / TX points of contact.
