For this solution im currently playing with http://www.ubnt.com/unifi.

I've installed gargoyle on a ubnt RSpro with no radio and use the unifi as the radio and captive portal.

The advantage of this setup is it fixes the openwrt wifi radio bug and you get a captive portal

win win

in conjunction with gargoyle the answer is yes

but only per MAC address as per gargoyle

unfi is setup as a "bridged AP" therefore gargoyle supplies all IP address and data limits etc.

unfi has a URL redirect built in etc

I still playing with this setup at the moment.

its not perfect but I think good value for money
