Not just in gargoyle world. In every single QoS implementation, in every single router I've ever used, you are recommended to set the bandwidth to slightly below your ISP's nominal bandwidth, in order for QoS to operate most effectively. But losing bandwith is not qos like. Perhaps in the gargoyle world
