This rule is only for end users, If you know what your doing it doesn't apply. The config setting are not compatible and makes routers really unstable. End users blame bugs but really its something they have introduced. From my understanding this problem comes from OpenWRT?- we should NOT preserve settings when upgrading from 1.10 (or earlier)
Correct- latest code used in 1.11.x dev/rc-releases and accepting new pull requests is in base_on_openwrt_remerge branch
