usage quota on laptop (wired+wireless combined)

How would I go about dealing with the following problem:
(I divide the download limit imposed by the internet company evenly between the family)

All was fair until my brother connected a (Ethernet) cable to the router, bypassing his quota. Pretty clever

My brother's laptop (and I assume any machine):
The wired connection has a unique MAC address
The wireless connection has a unique MAC address

Is it possible to assign the same static IP address to two MAC addresses, then put a quota on the static IP, so I don't have to give him 2 IP's and divide his download quota for him?

Could you set his MAC addresses to within a certain IP range and then set up a quote based on that range?

You might also want to configure the router so any other unknown MAC addresses can't be added, meaning you'll have to add everyone's MAC address to the whitelist (not so hard)

You could then possible setup a range (that has a small quota/bandwidth) for other MAC addresses that can connect, but won't be able to do a large amount of work without you adding them to the list.

Yes good info. I didn't look closely it does say I can Specify an IP or IP range so I assigned each MAC address an IP then put the range as 192.168.1.5-192.168.1.6 and everything works great
