Why DHCP is on random order?

What is the reason to assign IPs from the DHCP pool on random basis? I believe, if it would be done starting from the begining of DHCP range it will give you extra ability to set "default" group rules (quotas, restrictions, etc) for non-static IPs, for example - for wifi guests, or for any other unknoun devices...

There is actually a very good reason for doing things the way they are currently done. It's not so much entirely random, as based on a hash of the MAC address. That means so long as there isn't a hash conflict with another machine on the network the IP address will be fairly consistent instead of switcfhing order based on who connects first every time the the router reboots. That's better than just assigining them sequentially.

yes, it has some sense, agree, sounds reasonable. But what approach would you recommend to setup some common rules for mentioned above "default" group? And what is the advantage to provide all those people the same IP (but not guarantee ) vs of keeping them (guarantee!) in one range? If someone really need the same IP - there is other engine to assign it...
