I have renter's, which Gargoyle works amazingly for (and thanks to help from these forums!)
Right now, I'm trying to setup Quota's for specific IP's (192.168.1.100/25) to limit downloading/torrents/heavy bandwidth during the times everyone uses the internet.
My hope is to limit
1. prolonged heavy use at one time (hourly quota)
2. continual prolonged heavy use (day quota)
3. monthly quotas.
I'd like to set up quota for specific IP's (192.168.1.100/25):
1. Hourly total bw limits of xx MB only between 6am-12am.
2. Daily total bw limits of xx MB only between 6am-12am.
3. Monthly limits of xx GB.
No limits between 12am-6am.
However, I can only set up rule 1 and 3 but cant set up rule 2 because of error "Duplicate IP/Time Range -- only one quota per IP at a given time is allowed. Could not add quota."
Any suggestions on how to make this work?

How should this work? If the user has always kept in the hourly limit, however is over the daily limit, it will restrict them for the rest of the day? So its on a restrict per which ever one hits first?

Yes restrict per hr until the 'daily' limit is reached from like 7am-12am.
I've set an hourly limit during certain hours like from 7am-12am and no restrictions from 12am-7am.
But the problem with this is I'm getting renters still downloading up to the hourly quota for every hour. So I wondering if I could also restrict to a 'daily' limit during these hours (from 7am-12am) as well. I know there is a possibility of reaching the daily limit first, but I'll play around with the numbers for a good balance.
Any suggestions?
