created folders have different permissions

i am having this issue over ftp server directories. if i create a directory over ftp, i get permissions where i can't open the directory and files. i am able to create directories and upload files over ftp but cannot download files created over ftp. see image

if i create a directory via samba and upload a file via samba, i get different permissions

is this normal or am i missing something small? i can't say that this happened before because i think i transferred all the data from pc directly to usb ext3 hard drive. can someone please help?

update, i decided to downgrade to 1.5.8 to verify the issue and it isn't present in 1.5.8 so there is something missing in 1.5.9. see image below...
