You may be right - it looks like he's joining the WAN and that's why the 1 st question was in place.

However, to make such a rule, it must first connect to the router and set it up. But this must come from the LAN.

What about the settings here?

EDIT:
My theory - if it has a new router, it got a new (different) IP address on the WAN side due to a different MAC address and therefore it cannot reach the router.

Again my thanks for all your help. In the absence of any other ideas about what I can do to move forward on my end, let me describe, in the best detail I can, how I have got to where I am.

First, a brief reprise of my previous gargoyle tp-link router. I installed it in a vacation house with (viasat) satellite internet which has a finite bandwidth limit per month. I rent in the summer and, of course, it is easy for the first renter of the month to blow out the whole monthly quota in a few days and demand more. It was a struggle for me to get the gargoyle router going, but I did and was able to get into it locally from a web browser using the IP address I got by searching for “my ip.” I flirted with the idea of remote access but I think I gave up on that idea. This worked for several years, doling out a gig a day, but then then the tp-link router died.

Enter a new little bit of a thing from gargoyle. I connected it to a Mac mini (my only windows system is a Microsoft surface with No Ethernet socket). I do not remember if I plugged into the lan or the wan socket, but whichever I did, it worked. I logged in with the default, changed it, and went through the steps presented, then logged out assuming that I would do the detailed configuring when I logged back in. I connected the router to the viasat box via its lan socket, which gave me two (unlabeled) blinking green lights and one hard on red light. Both my iPad and my surface were then able to connect just fine.

I am happy to repeat the process if that would be helpful.

I'm afraid you won't get anywhere without Ethernet.
You must first connect to the Ethernet router in the LAN interface. As an example I attach a screenshot (Blue is WAN, yellow is LAN):

Then make the settings according to my procedure to get to the WiFi router (viewtopic.php?f=8&t=11987#p52997) - I suppose Gargoyle is already installed.
Appropriate settings are made here.

I connected the router to the viasat box via its lan socket
I suspect this is the problem

The cable from viasat goes into the WAN of the Gargoyle router

Mac mini into LAN of the Gargoyle router

you got lucky.
I flirted with the idea of remote access but I think I gave up on that idea.

Gargoyle has two built in options

1. Direct Connect (less secure)
2. VPN (secure)

More confusion.

When I plug the viasat cable into the wan socket I get a red light and one green light and no internet service. When I put it back into the lan socket, I get the red and both greens. And internet service. Do the lights mean anything useful?

With the Internet working, you have connected the WiFi router as a switch - even if it works, it's wrong - at least for now.

Theoretically - if you have a working internet, will you get to that address?: http://192.168.1.1/ = Bad idea - IPs are not in the same subnet.

You must first have it connected by screenshot (post above).

I have a few questions:
1) Do you have the option to connect your PC to a WiFi router with an Ethernet cable? or are you connecting only wirelessly?
2) red light - Do you have Gargoyle firmware installed on your WiFi router?
3) Have you previously configured a WiFi router? Do you have DHCP enabled or disabled in the WiFi router?
4) what type of WiFi router do you have + type of Viasat modem?

Some answers.

1. I can connect to my Mac mini using the Ethernet cable that came with the modem. I do not have a windows machine here.

2. I take it on faith that gargoyle was pre-installed as it was on my previous router. Both were bought from the gargoyle web site. Both have gargoyle stickers on them.

3. I have never installed software or firmware to a router.

4. The label on the viasat modem says “surf beam 2 model no. RM4100.

O.K.
1) Viasat has one Ethernet port. You must connect the Gargoyle router's WAN port cable to this port (even if the Internet doesn't work).
2) The LAN port (about 4x ports) of the Gargoyle router will connect the PC.
3) PC network setup must be set to "assign IP from DHCP"

When you link this way, will the PC get the IP address 192.168.1.x?
If so, the GUI should already work at http://192.168.1.1/
