Method to set Ip address per use on ubuntu?

Hi All,
I have a unique question. There is one ubuntu system in our house with several logins. Each login should have a different network access profile (meaning filtering / time controls / etc). Is there a way to set ubuntu so that each login gets a separate IP and operates all software under that IP?
If not, is there any other idea on how to have different logged in users act as if they were on separate machines with individual network access? The logins may be simultaneous or sequential.
