Multi Mac Per Static IP

I m using gargoyle 1043nd .. A client has PC, LapTop and Mobile..He got me single line connection but he can use all three in parallel..
how can i restrict him to one static IP for all Macs.
I Tomato i saw it is possible. for static IPs have Multple Macs..
I want one of three device will be assigned an IP. but not others two.
plz help
