ACC jumps to 800ms pings

Quick question for Eric or iSpy. Something I've noticed is when using the ACC during certain events, it will get a quick jump to 800ms pings. Now this only happens when the ACC is Idle then switches to active. Is there any way to circumvent this huge jump in ping? I'm not sure what the threshold for activating and keeping ACC active is, but say I'm playing a game on my Xbox 360. If another family member loads a webpage or starts a youtube video, the ping will quickly jump to 800ms for about 2 seconds then it will begin "filtering" ping. This used to cause it to drastically drop my link limit in the ACC for a while until it worked its way back up, but I believe that problem was addressed in a recent fix. I'd say the only problem left now is fixing that huge spike in ping times when it becomes active, or maybe just leaving it active entirely when you choose to use ACC.
Personally I do like using ACC and I do see some benefit from it while it's active, it's just the turning on part that makes me consider not using it.
Also, I've tested this on two separate internet providers as well as testing to see if these events cause high ping spikes without ACC active (which they do not)
