Separate upload and download quotas

Is there a way to have separate (independant)upload and download quotas?
I mean if a user used up all of his upload quota slow down just his uploads while still keeping his download speed normal, but if he used up his entire download (or up+down quota ) slow down his download speed (in this case slowing down his upload speed as well would be OK too).

Currently In the quota rules if he finished any of his limits (up or down) the reaction is the same.

If i try to create 2 quotas for the same ip i get the error "only one quota per ip at a given time is allowed"

In theory this is possible, but it is a very complex change to implement. I think the system has been built this way for simplicity more than anything else.
