Total upload & download bandwidth setting for symmetric leased line

Hello

I have 30 Mbps leased line. My download speed is 30 Mbps and upload speed is also 30 Mbps. But I do not get simultaneous 30 Mbps upload and 30 Mbps download.

Basically download+upload speed is 30 Mbps.

I'm sharing this leased line internet connection with 40 computers on my network. What value shall I enter for "Total (download) speed" and "Total (upload) speed"?

If I enter 30 Mbps for both, let's say one PC is uploading data while other 39 are downloading data. Then that one PC will get too much upload bandwidth while those 39 will suffer.

If I enter say 15 Mbps for both, my computers will not be able to download at 30 Mbps and utilize leased line to the fullest (when no one is uploading any file).

I don't think Gargoyle will work well in this scenario.
