I'm not sure when this happened, I think on upgrade.
But when you upgrade (or restore a backup) the firmware, the QoS "Total (Upload/Download) Bandwidth" gets reset to 3200 down and 320 up.

They are the defaults, can't remember the exact place it gets pulled from but you need to set them after an update or even after disabling QoS.

uci set qos_gargoyle.download.total_bandwidth=25000 && uci commit qos_gargoyle && /etc/init.d/qos_gargoyle restart
