Problem with Client+AP

I have given a friend a lovely little TP Link MR3040 running Gargoyle. He runs it in Client + AP mode.
He can configure it fine from a wired connection, but when he goes to a new location (where the wireless client is not properly configured), then the AP network is not visible.
He is using an iPad when travelling and so cannot connect over ethernet to do the required configure.
Why is the AP dependent on having a active Client connection? Is there a way of seperating them, so that the AP is always visible even when there is no Client connection?
