Static WAN IP address setting being ignored

Hello everyone. This is my first time at the forum. I have a TP-Link WDR4300 that I just upgraded from 1.8.1 to 1.10. I did not preserve settings during upgrade as per recommendations. So, after update I was manually configuring my router to the previous settings, and I noted that the configuration for static WAN IP address is being ignored. Attached are the screenshots from my status and basic connection pages. Does anyone have a suggestion in how to deal with this? Thank you.

It is more likely the upstream device is ignoring the request for a static IP.
It may correct itself when the DHCP lease expires.
