From your comments it seems it is working correctly. It is following your available bandwidth from your ISP. In this condition of 1500kbps lockup was either the uplink or downlink saturated? What is shown as your ping time limit in the ACC status section. Is it automatically calculated or did you enter a manual time limit?

Incorrect setting of a ping time limit can cause ACC to clamp down on your bandwidth.

Too low target ping times are the issue here not high ones.

The automatically calculated ping times are the recommended ones. You should not attempt to use lower ones. You can try higher ones if you are having issues.

I believe Gargoyle can help you in the download direction using ACC. Gargoyle is very good at handling download speed variability.

But you should read the documentation on QoS first and then post again with any questions you might have.

QoS is the only thing you can employ in your case to provide fair and reliable service. Its not as good on the upload in your case as the download but your assumption that QoS would never activate is incorrect. ACC only works on the download side.

QoS still works on the upload side if the total bandwidth is set appropriately. Unfortunately in your case since your available bandwidth is variable you would have to select the lowest number to get effective QoS.

Just what is QoS suppose to prevent? QoS enforces the rules. When QoS is not working because its not enabled, improperly configured or the CPU is overloaded then the rules are not being enforced uniformly and there is no fairness.
