Screenshots of your settings would be nice to help assist with diagnosing what is happening plus your approximate up and down link speeds. It sounds like a you are experiencing ACC kicking in to compensate for the spike. You may want to experiment with turning off ACC and lowering your total allowed...

I agree with OP. If not able to be specified, then the UI should be at least consistent across each section. At the moment we have: kBytes/s on the Bandwidth Usage and B/W, QoS Distribution Pages. There are a couple of issues with Barrier Breaker and BWMon in Gargoyle 1.7.1
These have been fixed (but not released yet) and are still slightly behind the performance levels of 1.6.2. If you are feeling adventurous you can download one of the ispysail compiles.

You can remove all the Home Rules at the top as you have set the Default Class to Home already. That means all unmatched traffic will automatically fall into this class already.
For QoS Download, the IP should usually go into the Destination field (Use the Source field on Upload QoS).
