Yes that is very valid. The upload is currently 1mb and I had it set to 650.

When I was doing the testing I couldn't see any activity on the upload. I do need todo some more testing but the ping degradation seemed to occur when QOS download was in play

If you do a ping -t to the address without qos what does it do. Do you have another router where you can do the same thing?

It makes no sense to me that your isp 70 and opendns is 65 if that is further away. It should be the one that is the first point on the Internet as the idea is to see if your line is congested.
