Yes you need both.
You need the router to understand that requests to that subnet go out on that interface. And you also need it to not NAT it.

It is indeed a balance game.
The openwrt Adblock plugin has something like 20 sources. I believe in order to process them without crashing it does all sorts of checks on the specs of the router first, and then processes them in a staggered way.

To get any kind of decent speed through TOR you're going to want a mid-high end router.

If your modem is "bridged", shouldn't you be using PPPoE?
Unless it use PPPoE, the script to automatically enable access to the modem doesn't run.
You can create a static route to the modem (which is what the script does anyway)
