You enter 95% of your upload speed on the upload QoS screen. That is the standard recommendation. Without that QoS may not work.

To get QoS to work you have to sacrifice some bandwidth. It's the price you pay.

You had 3Mbps in your upload screen before so QoS was not limiting your bandwidth and I doubt that you saw any speed drop.

Why do you want to apply QoS? If you are not having any problems to solve then why are you trying to use QoS?

Not just in gargoyle world. In every single QoS implementation, in every single router I've ever used, you are recommended to set the bandwidth to slightly below your ISP's nominal bandwidth, in order for QoS to operate most effectively. Thus, it's necessary that some bandwidth be sacrificed.

If you have not been setting your QoS bandwidth limit to ~90% of your ISP's bandwidth, then you have been doing it wrong all these years.
