How to generate OPENVPN credentials

I'm running 1.7.1 on a TP-Link TL-WDR3600. OpenVPN is working fine with the initial client. I have Credential Re-Use set to Credentials can be used by multiple clients.

When I attempt to add a second client / new set of credentials, the new client is listed in "currently configured clients" table, but the credentials are not generated. I.e., the download button is grayed out.

How do I get Gargoyle to generate the credentials? If I try to save the config, the second client listing disappears.
