I would suggest that perhaps your ping target is unavailable.
Try using a manual ping target and use openDNS or similar and see if it works. Then we can try and pick a more suitable server.
Can you provide a screenshot of both your download and upload QoS pages please?

Also, it is a little weird that your DHCP range is entirely used up in to static IP assignements. No problem - but this effectively disables DHCP (might be what you want). The official 1.7.0 on the website still has these bugs. You can compile your own build that is more up to date, or you can use Spy's builds which are more up to date (although his current one is missing some minor patches).
