test for timezone shift in bandwidth module checkentry -- previous fix solves problem associated with shifting an id without any saved time points, but we really SHOULD be checking for a shift in checkentry too

make sure that after adjustment for timezone current time is never < 0, if so (due to time not being initialized) set timezone shift to 0 even if that doesn't reflect reality

fix bug introduced in last commit -- we still need to REMOVE iam from id_map when we're destroying a rule, so we'll just explicitly test whether the rule is a check

fix bug in initializize_map_entries_for_ip function of bandwidth module -- only free old bw from ip_map if there isn't a history defined, in which case it has already be freed and we would get a memory error from double freeing memory
